Governance committees’ final report and recommendations, to the board of commissioners of Coos County Oregon: Coos County’s system of governance is a 19th century model that struggles to meet 21st century best practices recommended by the ICMA (International City/County Management Association).

ICMA www.icma.org. NEWS: New international Exchange Opportunities: New funding from the U.S. Department of State will provide opportunities for ICMA members and their local governments to participate in international exchanges focused on legislative process: ICMA at the World Urban Forum was established by the United Nations to examine one of the most pressing issues facing the world today: rapid urbanization and its impact on communities, cities, economies, and
policies. It’s “The Urban Future” is centered on four “dialogues” Urban Planning: Institutions, Regulations, and Quality of life. Equity and Prosperity: Distribution of wealth and opportunities.
Productive Cities: Urban job creation. Urban Mobility: Energy and Environment.

Click on the knowledge network and look under groups: Northwest Next Generation. It says that they are a professional network of Oregon and Washington city/county managers and graduate students and others interested in a career in local government management.

University of Oregon: http://pppm.uoregon.edu/grad/crp this is the Department of Planning, Public Policy and management, Master of Community and Regional Planning.

1959: Nikita Khrushchev came to the U.S and made the statement we will bury you. Stated that he was not referring to a literal burial, but that, through inexorable historical development, communism would
replace capitalism and “bury” it. This is another example of International agencies through Agenda 21
sustainable development.

I would suggest that you read the Ordinance to Change Board of Commissioner and Create County Administrator: Please read Section 01.06.100: Composition of Board of Commissioners c. The Board shall adopt such rules of procedures as it deems
necessary and appropriate for conducting public meetings and other county business.

As it is now we can speak at public comments for three minutes. This now comes before the agenda items. How can we comment on the agenda item if we don’t know what is going to be said? Is this John Q public or their communities and councils?

I am voting for the Home Rule Charter “Voice of the Voters” measure 6-143 Section 19.4 stops this.
